Authorizes the Department of Transportation to establish a pilot project awarding contracts for up to five transportation projects using a construction manager-general contractor (CM-GC) delivery method.

CM-GC method allows a construction manager to provide design input including constructability review, scheduling, pricing, and phasing, then potentially act as general contractor if a guaranteed maximum price is agreed upon.

Limits pilot projects to those with costs under $100 million and requires the Department to determine public interest justification, prequalify contractors, and develop implementation guidelines.

Requires the Department to submit pre-award reports to the Joint Legislative Transportation Oversight Committee before awarding each contract and post-completion reports detailing cost and time efficiencies after project completion.

Pilot project authority expires upon submission of the final post-completion report for the last completed project under this program.
