State agencies prohibited from contracting with broadband providers that prioritize traffic for payment, block lawful content, degrade traffic discriminatorily, or unreasonably interfere with user access.

Exceptions allowed when provider is sole service available in area, engages in reasonable network management, assists law enforcement/emergency services, or provides significant public benefit without inhibiting service openness.

Broadband providers must disclose network management practices and service terms to the Secretary of Information Technology for compliance verification.

Department of Information Technology required to establish phone and online reporting system for public to report suspected net neutrality violations in state procurement.

$150,000 appropriated for fiscal year 2018-2019 to fund one new full-time position in Broadband Infrastructure Office to administer the act; effective January 1, 2019 for new or renewed contracts.
