Authorizes Carteret County and its municipalities to regulate the size, placement, and installation of piers, docks, boatlifts, pilings, and floating platforms in navigable waters within their jurisdiction, in addition to existing Coastal Area Management Act regulations.

Grants authority to regulate mooring of vessels and vessel speed in navigable rivers, creeks, harbors, waterways, and canals, provided state agency speed restrictions take precedence and local restrictions cannot be added to state-restricted areas.

Permits regulation or prohibition of vessel habitation in navigable waters within their jurisdiction.

Enables Carteret County and municipalities to enact and enforce ordinances regulating planting, maintenance, removal, replacement, and preservation of trees and plants on public and private property to protect natural resources and prevent erosion.

Exempts the Intracoastal Waterway, North Carolina State Port at Morehead City harbor, turning basin, and shipping channels from local regulation under this act.
