Ratifies the Equal Rights Amendment to the U.S. Constitution, which prohibits denial or abridgment of equality of rights under the law on account of sex.

The amendment was proposed by the 92nd Congress with a seven-year ratification deadline, but the bill argues this time limit is not part of the amendment itself and can be disregarded, similar to how Congress extended the deadline in 1978.

Requires the Governor to send certified copies of the ratification to the Administrator of General Services in Washington, D.C., and to the President of the Senate and Speaker of the House of Representatives in Congress.

Cites the Supreme Court case Coleman v. Miller (1939) to support the position that Congress has authority to determine the validity of state ratifications occurring after time limits in the ratification clause.

Becomes effective upon passage and enactment into law.
