Increases annual salaries by $2,400 for state employees earning less than $100,000 effective July 1, 2018, including permanent full-time, part-time, and hourly workers.

Extends salary increases to noncertified public school employees earning less than $100,000 on a pro rata basis, excluding teachers, principals, and assistant principals.

Provides $2,400 salary increases for judicial branch employees (judges' staff, district attorneys, public defenders, clerks of court, and magistrates) earning less than $100,000.

Increases salaries for legislative branch nonelected staff, community college faculty, and University of North Carolina system employees earning less than $100,000 by $2,400.

Appropriates $438,288,275 from the General Fund and $15,358,229 from the Highway Fund for the 2018-2019 fiscal year to cover the salary increases.
