Allows the Mayor Pro Tempore, in addition to the Mayor, to call special town council meetings, alongside the existing power of a majority of council members.

Clarifies that special council meetings may conduct any business that regular meetings can conduct, unless restricted by town council procedures adopted under G.S. 160A-71(c).

Removes the residency requirement for Town Manager appointment, but maintains the requirement that the Town Manager must reside in the town during tenure of office.

Changes Town Manager appointment authority for the Town Clerk and Tax Collector from discretionary ("may appoint") to mandatory ("shall appoint").

Replaces the consolidation of office functions provision with a requirement that the Town Manager shall appoint a Finance Director to perform duties prescribed by the Local Government Budget and Fiscal Control Act.
