Authorizes the chancellor of UNC-Chapel Hill to relocate a Confederate soldier monument (sculpted by John Wilson, dedicated June 2, 1913) from McCorkle Place to a secure indoor location on campus, exempting this action from standard state law restrictions on monument relocation.

Requires the monument be moved to an indoor site that is readily accessible to the public for free viewing on a convenient and regularly scheduled basis, with relocation completed no later than April 1, 2020.

Directs the chancellor to report to the Joint Legislative Oversight Committee on Agriculture and Natural and Economic Resources and the Joint Legislative Education Oversight Committee by April 1, 2019, detailing the selected site, relocation progress, selection process, and associated costs.

Appropriates $10,000 in nonrecurring General Fund dollars to UNC-Chapel Hill for fiscal year 2018-2019 to identify a site and develop relocation plans, with unspent funds remaining available through fiscal year 2019-2020; requires non-State funds for the actual monument move.

Cites recent vandalism to the monument and the need to balance preservation of Civil War history with public concern that government display of monuments memorializing racial inequality undermines democratic principles of equality.
