Authorizes the Division of Motor Vehicles to produce an "Alpha Phi Alpha Fraternity" special registration plate by reenacting previously repealed statutes.

Sets the additional fee for the special plate at $30.00, with $10.00 directed to the Special Registration Plate Account and $20.00 to the Collegiate and Cultural Attraction Plate Account.

Removes the previous requirement that the Division receive 300 or more applications before developing the plate.

Directs quarterly transfers of plate fee revenue to the Education Consortium of North Carolina, Inc. for scholarships at accredited North Carolina colleges and universities (replacing the prior recipient, the Association of North Carolina Alphamen Educational Foundation).

Effective date is July 1, 2018.
