Establishes a process for monitoring spans of control and organizational layers within state agencies, effective December 1, 2018.

Requires the Office of State Human Resources to incorporate spans of control and organizational layers into position and job classification analyses conducted after January 1, 2019, and document justifications when positions do not meet minimum span of control ratios.

Mandates that each state agency publish and update quarterly an organizational chart on its website, and requires the Office of State Human Resources to collect and display standardized organizational charts semiannually.

Requires the Office of State Budget and Management to report biennially to the General Assembly starting October 1, 2020, including span of control metrics by agency, supervisors with narrow spans of control ratios of 1:3 or fewer, organizational layer counts, and recommended benchmarks for each job classification.

Directs the Office of State Human Resources to develop by December 1, 2018 a standard organizational nomenclature, require agencies to report supervisory structure changes within five days, establish a standardized organizational chart format, and create technical leadership tracks as alternatives to supervisory promotions.
