Appropriates $10,000,000 from the General Fund to the Department of Health and Human Services for fiscal year 2018-2019, allocated to the North Carolina Partnership for Children, Inc.

Funds shall support evidence-based parent education programs teaching early childhood development and positive parenting practices, and evidence-based home visiting programs providing education, information, and resources to parents.

Allows the North Carolina Partnership for Children, Inc. to use up to 2% of appropriated funds for statewide program management and evaluation, with exemption from certain administrative cost and child care funding requirements.

Requires the North Carolina Partnership for Children, Inc. to report on the initiative's success and preliminary outcomes to the Joint Legislative Oversight Committee on Health and Human Services by March 1, 2019.

Effective July 1, 2018.
