Allows the Board of Trustees of the College of the Albemarle to expend State funds, including Connect NC Bond funds, for construction and renovation of educational facilities owned by counties within its service area (Camden, Chowan, Currituck, Dare, Gates, Pasquotank, and Perquimans Counties).

Authorizes construction of a public safety facility in Currituck County to relocate the college's emergency services programs.

Authorizes construction of two facilities and renovation of a third facility in Dare County to house community college transfer programs and health care, public safety, and vocational programs for adults and Career and College Promise high school students.

Requires any constructed or renovated facility to be leased to the College of the Albemarle for a minimum of 30 years, with prorated refunds of state-funded building costs if the lessor terminates the lease without college fault.

Effective upon enactment.
