Consolidates Superior Court District 4B (Onslow County) into District 4 (Duplin, Jones, Onslow, Sampson), with District 4 electing two judges total; only Onslow County residents can be candidates for one judgeship and only Duplin, Jones, or Sampson County residents for the other.

Adds judges to three districts: District 19B (Randolph) increases from 1 to 2 judges; District 19D (Hoke, Moore) created with 2 judges; District 20A (Montgomery, Stanly) increases from 1 to 3 judges, effective January 1, 2019.

Removes District 4A and transfers Hoke County from Superior Court District 16A to District 19D, and removes Scotland County from District 16A.

Reorganizes prosecutorial districts: District 19 (Scotland, Hoke) is terminated December 31, 2020; Scotland County moves to District 21 (7 assistant district attorneys) and Hoke County moves to District 28 (9 assistant district attorneys).

New judgeships take office January 1, 2019 with elections held in 2018; appropriates funds from unreserved fund balance to cover costs of new positions.
