Authorizes volunteer school faculty members and staff who possess a valid concealed handgun permit to carry handguns on school grounds to respond to acts of violence or imminent threats of violence.

Requires volunteer school faculty guardians to complete 16 hours of active shooter training through the School Faculty Guardian program administered by the North Carolina Criminal Justice Education and Training Standards Commission.

Mandates annual submission of proof that guardians maintain a valid concealed handgun permit, demonstrate proficiency with their handgun and retention system, and pass annual drug testing.

Requires handguns to remain concealed at all times except when responding to violence or imminent threats, and only while conducting assigned duties on school grounds.

Allows individual school governing bodies to opt out and prohibit handgun possession under this authority; appropriates $500,000 in nonrecurring funds to establish the training program for fiscal year 2018-2019.
