Department of Public Safety shall conduct annual surveys of local, state, and federal VIPER (Voice Interoperability Plan for Emergency Responders) users beginning November 1, 2019 to track satisfaction and feedback, with results reported to the Joint Legislative Oversight Committee on Justice and Public Safety.

Department shall increase outreach to VIPER stakeholders beyond the State Interoperability Executive Committee, including zone or regional meetings conducted by State Highway Patrol with local police chiefs, sheriffs, fire chiefs, and emergency medical services representatives.

Department shall determine and report the value of all in-kind contributions (cash, land, buildings, towers, equipment) made by local government units, federal government, and nongovernmental entities to support VIPER by July 1, 2019.

Act becomes effective upon enactment.
