Department of Administration must report by December 1, 2018, on procurement of a contract management system for State agency contracted services, with updates every six months until implementation is complete.

State agencies must obtain a 10% reduction from annual contract value as a condition for receiving contract amendments that extend the contract length, effective by December 1, 2018.

Department of Administration must reduce State-owned passenger motor vehicle inventory by 5% from June 30, 2018 levels by June 30, 2019.

Legislative Services Office shall conduct business case analyses on employee office space usage, Old Revenue Building disposition, facility management services, mail scanning operations, and State parking facility revenue by December 1, 2019.

State Auditor shall conduct performance audit on outgoing mail service costs and report findings by June 30, 2019; procurement statute amended to require all requisitions for certified sources be made through NC E-Procurement system only.
