Requires local confinement facilities to provide medical records and health information to receiving facilities when transferring prisoners between facilities.

Mandates notification of the medical examiner and coroner when a prisoner in custody dies, regardless of the physical location of death at the time.

Directs the Department of Health and Human Services to study and report on improving prisoner health screening in local confinement facilities, with focus on life-saving prescription medications and timely administration; report due November 1, 2018.

Requires the Department of Public Safety, Department of Health and Human Services, and Government Data Analytics Center to ensure North Carolina State prisons become full participants in NC HealthConnex health information exchange network to facilitate secure transmission of inmate health information.

Requires interim report by October 1, 2018 and final report by October 1, 2019 on actions taken to implement health information exchange participation by local and state correctional facilities.
