Directs the Program Evaluation Division to study alternative dispute resolution (ADR) methods including arbitration and mediation for disputes between property owners and homeowners associations.

Study must evaluate financial burdens of ADR methods and determine which party should bear costs.

Study must determine whether ADR processes should be binding on the parties and whether a body should be established to administer ADR matters.

Study must assess what role the State should have in establishing a framework for managing disputes.

Program Evaluation Division must report findings and recommendations to the Joint Legislative Program Evaluation Oversight Committee by February 1, 2019.
