Requires school districts to automatically identify students in grades 3-7 who achieve level five on math end-of-grade tests or score at or above the 90th percentile on aptitude tests as academically or intellectually gifted.

Mandates that identified students receive access to the same gifted programs and courses available to other gifted students, with placement priority over students who do not meet these criteria.

Prohibits removal of identified students from gifted programs without written parental consent, and limits admission of lower-performing students to available space after high-performers are placed.

Appropriates $677,948 in recurring funds to the Department of Public Instruction for the 2018-2019 fiscal year to implement the bill's requirements.

Increases the per-child funding allocation for gifted education from $1,314.56 to $1,350 for the 2018-2019 fiscal year; becomes effective July 1, 2018, and applies starting with the 2019-2020 school year.
