Expands the definition of "main permanent campus" for eligible private postsecondary institutions to include campuses that provide classrooms with full-time faculty and administration, if the campus was accredited prior to January 1, 2014.

Removes the previous requirement that main permanent campuses must provide permanent on-premises housing and food services, allowing institutions accredited before January 1, 2014 to qualify without these amenities.

Appropriates $1,000,000 in recurring funds for the 2018-2019 fiscal year to the State Education Assistance Authority to expand need-based scholarships for students attending eligible private institutions.

Applies to scholarship awards beginning with the 2018-2019 academic year, effective July 1, 2018.
