Authorizes acquisition and construction of capital improvement projects at seven University of North Carolina institutions without using General Fund appropriations.

Finances projects through gifts, grants, receipts, self-liquidating indebtedness, Medicare reimbursements, hospital receipts, or other available funds.

Authorizes specific projects including Appalachian State University's Sanford Hall renovation ($18 million), UNC Chapel Hill's Translational Research Building ($23 million), UNC Charlotte's Residence Hall Phase XVI ($34 million), and parking and residential facilities at other UNC campuses totaling approximately $114.6 million.

Allows the Board of Governors to issue special obligation bonds up to the specified project costs plus 5% for issuance expenses, reserves, and capitalized interest, subject to Director of Budget approval.

Director of the Budget may authorize increases or decreases in project costs or changes in funding methods in consultation with the Joint Legislative Commission on Governmental Operations.
