Prohibits use of restraints on pregnant prisoners and detainees during pregnancy, labor, transport, delivery, postpartum recovery, and the eight-week postpartum period unless an individualized determination finds extraordinary circumstances and restraints cannot be reasonably avoided by other means.

Requires immediate removal of all restraints if a physician, obstetrical provider, nurse, or health professional requests their removal, and completely bans leg or waist restraints during labor or delivery under any circumstances.

Mandates that any restraints used must be applied in the least restrictive manner necessary, with written findings documenting the extraordinary circumstance required within 10 days and maintained on file for at least five years.

Requires all correctional facilities to develop and implement rules within 30 days of enactment and inform prisoners and detainees of those rules within 60 days.

Appropriates $250,000 in recurring funds for fiscal year 2018-2019 to the Department of Public Safety for policy implementation, education, and training on these procedures, effective July 1, 2018.
