Removes restrictions on school opening and closing dates for Cabarrus County Schools and Kannapolis City Schools, allowing local boards greater flexibility in setting calendar dates.

Eliminates the requirement that opening dates be no earlier than the Monday closest to August 26 and closing dates be no later than the Friday closest to June 11 for these two school systems.

Removes provisions allowing the State Board of Education to grant waivers for early opening dates based on "good cause" (such as weather-related closures).

Applies only to Cabarrus County Schools and Kannapolis City Schools, effective beginning with the 2017-2018 school year.
