Requires the Department of Public Safety to develop a roster of handguns meeting design and safety standards based on California's certified handgun roster, effective January 1, 2019.

Prohibits the manufacture, sale, transfer, or possession of handguns not listed on the approved roster as of January 1 of each calendar year, with exceptions for lawful prior ownership.

Allows owners of non-approved handguns to sell or transfer them only to dealers or county sheriffs; dealers may only transfer such handguns to other dealers; transfers by will or bequest are prohibited.

Exempts antique firearms, curio/relic handguns, Olympic target shooting firearms, motion picture props, temporary repair transfers, nonresident travelers, and Department-exempted handguns.

Appropriates $25,000 in nonrecurring funds to the Department of Public Safety for fiscal year 2018-2019 to implement the roster; violations are Class 3 misdemeanors.
