Establishes "polluter pay" principle requiring persons causing or contributing to water or air pollution to pay for cleanup costs and provide alternative or replacement water supplies to affected residents.

Authorizes the Department of Environmental Quality Secretary to issue orders requiring polluters to provide temporary alternate water supplies or permanent replacement water supplies (via public connection or whole-house filtration system) to persons with damaged water supplies.

Makes persons responsible for pollution liable for all actual and necessary state costs incurred in removing, correcting, or abating adverse effects from the pollution, with enforcement through civil action if costs are not paid.

Prohibits electric public utilities from recovering from retail customers any costs incurred on or after January 1, 2014, related to coal combustion residuals management or unlawful discharges from coal ash surface impoundments (unless discharge resulted from force majeure).

Appropriates $75,000 in recurring General Fund dollars to the Department of Environmental Quality for fiscal year 2018-2019 to implement the act's requirements.
