Establishes a School Performance Improvement Study Commission with 11 members (3 senators, 3 house members, 5 gubernatorial appointees) to study alternatives to the Innovative School District for improving low-performing schools.

Commission shall examine deploying teams of exceptional administrators and teachers from high-performing schools to low-performing schools, with exceptional teachers defined as having minimum 5 years experience and specific ratings on North Carolina Professional Teaching Standards.

Commission shall consider specialized professional development programs, Master Teacher program use, school calendar flexibility, funding needs, and other relevant issues related to school performance improvement.

Commission must submit final report to General Assembly by March 1, 2019, and shall terminate on that date or upon report filing, whichever occurs first.

Appropriates $50,000 in nonrecurring funds from the General Fund to the Department of Public Instruction for fiscal year 2018-2019 to implement the commission's work.
