Repeals S.L. 2016-99 and S.L. 2016-3 (House Bill 2 and related legislation).

Requires local governments to provide at least 30 days' notice to the General Assembly and the public before adopting nondiscrimination ordinances that extend protections beyond those afforded by state law.

Creates enhanced criminal penalties adding six months to minimum sentences for certain felonies (rape, sexual offenses, indecent exposure, voyeurism, child abuse, stalking) committed in public changing facilities or changing facilities in places of public accommodations.

Establishes a new Class A1 misdemeanor offense for assault committed in a public changing facility or changing facility in a place of public accommodations.

Enhanced sentencing and new assault offense provisions become effective December 1, 2017 for offenses committed on or after that date; other provisions effective upon enactment.
