Requires adult care homes to establish guidelines in resident contracts specifying how changes to levels of care are determined and how residents are notified of intent to change care levels that will increase charges or fees.

Increases the discharge notice period for adult care home residents from 30 days to 60 days before discharge, with notice required to the resident, their legal representative, and a designated individual.

Allows residents or their legal representatives to suspend the 60-day discharge notice period by filing an appeal, with the period resuming only after the Hearing Unit issues a decision (suspension limited to once per discharge determination).

Appropriates $90,000 for fiscal year 2018-2019 to the Division of Health Service Regulation for two full-time positions: one administrative position ($40,000) and one position in the Adult Care Licensure Section ($50,000).

Becomes effective July 1, 2018.
