Ratifies the Equal Rights Amendment to the U.S. Constitution, which states "Equality of rights under the law shall not be denied or abridged by the United States or by any State on account of sex."

Requires the Governor to send certified copies of the ratification to the Administrator of General Services in Washington, D.C., and to the President of the Senate and Speaker of the House of Representatives of Congress.

Appropriates $10,000 from the General Fund to the Department of Labor for the 2018-2019 fiscal year to educate the public about the Equal Rights Amendment.

Addresses the legal arguments for ratification despite the original 7-year deadline having expired, citing the precedent that Congress can validate late ratifications and comparing it to the 27th Amendment ratified 203 years after proposal.

Becomes effective July 1, 2018.
