Requires North Carolina Agricultural and Technical State University to be selected as a historically black university constituent institution in the North Carolina Teaching Fellows Program, expanding the program from five to six participating institutions.

Reinstates education-based salary supplements for teachers and instructional support personnel with six-year or doctoral degrees, effective for the 2018-2019 fiscal year, with $8,000,000 in recurring state funds appropriated for this purpose.

Allocates $5,000,000 in nonrecurring funds for a new Teacher Professional Development allotment to be distributed to local school administrative units and charter schools based on average daily membership.

Establishes a three-year Master Teacher Pilot Program (2018-2021) in selected school districts to elevate effective educators, with participating master teachers receiving a $1,000 annual salary supplement and $1,724,986 appropriated for 2018-2019.

Master teachers must have at least five years of experience, specific performance ratings on teacher evaluations, and meet growth standards; they lead professional development activities and keep their classrooms open to peer observation.
