Establishes that personally identifiable information held by Guilford County animal services regarding individuals who voluntarily surrendered animals or adopted/fostered shelter animals is not a public record.

Allows Guilford County animal control to disclose or withhold such personally identifiable information at the county's discretion.

Requires the identity of animal rescue organizations that receive animals from county animal control to remain public record.

Authorizes the City of Greensboro to disclose police officer disciplinary charge dispositions and supporting facts to the Criminal Justice Advisory Commission and its Police Community Review Board subcommittee to facilitate citizen review.

Requires members of the Police Community Review Board to maintain confidentiality of non-public personnel information and execute confidentiality agreements, with violations subject to penalties under G.S. 160A-168(e) and (f).
