Prohibits transfer of funds allocated for school nurses, psychologists, social workers, and school resource officers outside their intended categories except when transferred between local school administrative units for the same purpose.

Requires instructional support personnel positions converted to dollar equivalents to be transferred only between school districts to fund additional instructional support positions, calculated at statewide average salary for such positions.

Requires school resource officer funds to be transferred only between school districts to fund additional school resource officer positions.

Creates a separate allotment category for school resource officers, consolidating such funds from the at-risk allotment while keeping school resource officer grant program funds separate.

Appropriates $10,000,000 in recurring General Fund dollars to the at-risk allotment for fiscal year 2018-2019 to offset funds moved to the new school resource officers category.
