Ratifies the 2017 North Carolina Geodetic Survey (NCGS) as the official survey establishing the tri-county corner between Wake, Chatham, and Harnett County, replacing the 1961 Wake/Chatham survey which placed the corner approximately 500 feet northeast of its actual historic location.

Abandons the easternmost concrete monument corner from the 1961 survey and establishes the tri-county corner based on a historic iron pipe marker confirmed by field verification and referenced in Harnett County deeds.

Allows public records filed before January 1, 2019 in adjoining counties to remain valid and enforceable despite properties being re-situated by the corrected boundary line.

Transfers ad valorem tax listings and valuations to the correct counties effective July 1, 2019, with split assessment for properties bisected between Wake and Chatham County, and permits tax collection remedies to continue in the adjoining county for prior unpaid taxes.

Grants tuition-free school choice to students residing in affected areas to remain in their current school system through high school graduation, with eligibility extended to their siblings.
