Revises and consolidates the Charter of the Town of Norwood into a single comprehensive document covering incorporation, governing body, elections, organization, and public enterprise services.

Establishes a mayor-council form of government with a Mayor elected for a two-year term in 2018 and four-year terms thereafter, and four Town Council members elected for staggered four-year terms.

Regular elections held in even-numbered years on a nonpartisan basis, with two Council members elected in 2018 and quadrennially thereafter, and two Council members elected in 2020 and quadrennially thereafter.

Requires appointment of Town Clerk, Town Attorney, Finance Officer, Tax Collector, and other administrative officers; allows establishment of committees and boards with non-Council members.

Authorizes collection of delinquent public enterprise service fees using tax collection methods and allows placement of liens on real property after 90 days of non-payment, filed within 180 days.

Repeals prior charter acts dating from 1905 to 2015 while preserving certain specified acts and all existing ordinances not inconsistent with the new charter.
