Expands qualified medical professionals who can certify handicap parking eligibility to include licensed physician assistants and licensed nurse practitioners, in addition to existing physicians and ophthalmologists.

Allows licensed certified nurse midwives to provide certification specifically for temporary removable windshield placards only.

Maintains existing renewal requirements: distinguishing license plates renew annually without medical recertification, and removable windshield placards renew every five years with recertification (except for those certified as totally and permanently disabled).

Temporary removable windshield placards continue to expire no later than six months after issuance and must include the certifying authority's determination of disability period.

Effective upon becoming law.
