• Establishes a Megaproject Fund within the Highway Trust Fund to finance large-scale transportation projects exceeding $200 million in total cost, selected by a workgroup based on statewide or regional significance and established selection criteria.

• Creates procedures for the Department of Transportation to dispose of residue properties acquired for right-of-way projects through public sale, negotiated sale, or donation to government entities and public utilities.

• Extends the sunset date for the DOT minority-owned and women-owned businesses program from August 31, 2017, to August 31, 2019.

• Modifies Division of Motor Vehicles procedures including: clarifying hybrid vehicles with emissions components are subject to emissions inspections, limiting 10-day temporary registration tags to two per person per vehicle annually, removing signature lines from registration cards, and allowing remote conversion of full provisional licenses to Class C licenses for persons age 18 and older.

• Grants DMV officers police authority to respond to emergency situations in their immediate vicinity likely to result in bodily harm or property loss, and redesignates DMV "inspectors" as "agents" throughout motor vehicle statutes.
