Repeals Sections 6 and 7 of S.L. 2004-41, as amended by S.L. 2007-49, which previously governed Cleveland County Board of Education elections.

Changes Cleveland County Board of Education elections from odd-numbered years to even-numbered years, beginning with 2020, with members elected on the date of the general election for four-year terms.

Establishes staggered election schedule: five Board members elected in 2020 and every four years thereafter; four Board members elected in 2022 and every four years thereafter.

Extends terms of all Board members elected in 2015 or 2017 (including appointed members filling vacancies) by one year to align with new election cycle.

Specifies that elected members shall take office on the first Monday in December of their election year and elections shall be conducted on a partisan basis under general laws governing county officer elections.
