Requires North Carolina voters to present photographic identification when voting in person, with acceptable forms including driver's licenses, passports, tribal enrollment cards, student IDs, and employee IDs from state or local government entities.

Establishes free voter photo identification cards issued by county boards of elections, available by May 1, 2019, that expire eight years from issuance and contain a photograph and voter registration number.

Allows voters without acceptable photo ID to cast provisional ballots if they complete affidavits attesting to religious objections, reasonable impediments, or hardship from natural disasters occurring within 60 days of election day.

Provides for a comprehensive voter education program including mailings to all registered voters, training for poll workers, coordination with local media, and notification to voters without a North Carolina driver's license about the new requirements.

Repeals previous voter identification statutes from 2013 legislation and makes technical updates to election law references throughout the General Statutes.
