Creates a three-member Ten-Ten (Fairview) Fire Protection Oversight Board to govern fire protection services in the Ten-Ten (Fairview) rural fire protection district in Wake County.

Board composition consists of one member appointed by Wake County Board of Commissioners and two members appointed by the Board of Directors of the Fairview Rural Fire Department, with three-year terms beginning January 1.

Initial board members must be appointed by March 1, 2019, with staggered terms ending December 31, 2019, 2020, and 2021 respectively.

Oversight Board must recommend annual budgets (not exceeding reported tax collections) and the level and type of fire protection services to Wake County Board of Commissioners by April 30 each fiscal year.

Wake County Board of Commissioners must continue providing the same level, type, and nature of fire protection services as existed on the date the act becomes law and separately account for fire district taxes collected.
