Appoints William R. Warner to Fayetteville State University Board of Trustees, Bruce B. Friend to North Carolina Charter Schools Advisory Board, and Representatives John Torbett and John Fraley to Virginia-North Carolina Interstate High-Speed Rail Compact, among other positions recommended by the Speaker of the House.

Appoints Ven Poole to North Carolina State University Board of Trustees, Rebecca Anderson and Amanda Abbott Mixon to License to Give Trust Fund Commission, and multiple other individuals to various state boards and commissions recommended by the President Pro Tempore of the Senate.

Corrects effective dates and term expiration dates for multiple appointments made in prior legislation, including changes to the 911 Board, License to Give Trust Fund Commission, North Carolina Mining Commission, and Sheriffs' Education and Training Standards Commission.

Modifies prior appointment provisions by removing conditional language and changing appointees on the North Carolina Housing Finance Agency Board of Directors and State Board of Proprietary Schools.

Effective when law is enacted, except where specific effective dates are provided for individual corrections and appointments.
