Appropriates $299,800,000 from the Hurricane Florence Disaster Recovery Fund for fiscal year 2018-2019, allocated to school facility repairs ($23.5 million), agricultural disaster assistance ($240 million), commercial fishing assistance ($10 million), coastal storm damage mitigation ($18.5 million), and other recovery programs.

Allows Department of Public Instruction to transfer up to $350,000 to support the Florence Aid to Students and Teachers of North Carolina (FAST NC) initiative and protects principal salaries based on higher of 2017-2018 or 2018-2019 average daily membership for schools in disaster counties closed at least 15 days.

Expands eligibility for disaster recovery funds to include temporary facility costs for university repairs, organizations exempt under IRC section 501(c)(3), and religious organizations for places of worship damaged by Hurricane Florence.

Modifies judicial procedures to allow district court sessions outside county seats during disasters and authorizes assignment of magistrates during exigent circumstances; adds disaster declarations as grounds for district attorney assistance requests.

Requires quarterly reporting on agricultural disaster assistance program by commodity type and geographic distribution, and establishes regular auditing schedule for Hurricane Florence Disaster Recovery Fund with preliminary audits by October 1, 2019 and March 1, 2021.
