H.B. 1115 - Let North Carolina Vote Act

• Establishes automatic voter registration at drivers license offices (effective January 1, 2019), public agencies providing assistance programs (effective January 1, 2020), community colleges (effective January 1, 2020), and UNC System universities (effective January 1, 2020), with applicants able to decline registration.

• Allows same-day voter registration and voting on election day or during early voting period, with proof of residence required and provisional ballots cast if registration cannot be verified within two business days.

• Implements photographic identification requirement for in-person voting, including NC driver's licenses, passports, student IDs, tribal enrollment cards, and military IDs; provides free voter photo ID cards and allows affidavits for religious objections or reasonable impediments.

• Establishes online voter registration for individuals with valid NC driver's licenses or special identification cards through a secure State Board website.

• Extends early voting (one-stop voting) period to require voting on the last Saturday before election day until 1:00 P.M. and mandates State Board education campaign about voter registration changes.
