Creates a new State Board of Election Administration as a separate entity with five members appointed by the Governor (not more than three from same party), based on nominees from state party chairmen, serving four-year terms with removal only for misfeasance, malfeasance, or nonfeasance.

Transfers election administration functions from the Bipartisan State Board of Elections and Ethics Enforcement to the new State Board of Election Administration and recodifies related statutes into new Chapter 147B of the General Statutes.

Creates a new State Board of Ethics, Lobbying, and Campaign Finance with eight members (four appointed by Governor, four by General Assembly) to handle ethics, lobbying, and campaign finance functions, recodified into new Chapter 138B of the General Statutes.

Repeals statutes establishing the Child Care Commission, Clean Water Management Trust Fund Board of Trustees, North Carolina Parks and Recreation Authority, Private Protective Services Board, Rural Infrastructure Authority, and State Building Commission, whose structures were ruled unconstitutional in McCrory v. Berger and Cooper v. Berger cases.

Repeals Article 4A of Chapter 147 regarding the Constitutional Amendments Publication Commission and modifies county boards of elections to consist of three members (instead of four) with not more than two from the same political party.
