Creates a private cause of action allowing residents to sue cities, counties, or local law enforcement agencies for non-compliance with state immigration laws in Article 18 of Chapter 15A.

Permits residents to file suit for declaratory and injunctive relief in superior court, with prevailing parties entitled to recover reasonable attorneys' fees and court costs.

Imposes civil penalties up to $10,000 per day against non-compliant local governments for each day they fail to comply with court orders.

Applies private cause of action provisions to county compliance requirements under G.S. 153A-145.5 and city compliance requirements under G.S. 160A-205.2.

Becomes effective October 1, 2017.
