Authorizes the Division of Motor Vehicles to produce five new special registration plates: United States Army Special Forces, Morrow Mountain State Park, "Kick Cancer for Kids," Big Rock Blue Marlin Tournament, and North Carolina Troopers Association.

Eliminates the special license plate fee for Distinguished Flying Cross and Air Medal recipient plates, and establishes no fee for United States Army Special Forces plates.

Increases the Kappa Alpha Psi Fraternity special registration plate fee from $20.00 to a higher amount and establishes fee distribution between the Special Registration Plate Account and Collegiate and Cultural Attraction Plate Account.

Allows the Order of the Long Leaf Pine special registration plate to be produced on a full color background instead of the standard "First in Flight" or "First in Freedom" design.

Reduces the number of applications required for military college and university collegiate insignia plates from 300 to 100 applications before development.
