Modifies the appointment method for Cleveland Community College's board of trustees by eliminating the requirement for the board of education to elect four trustees and transferring those seats to county commissioners.

Changes the board composition from four groups to three groups: Group One (eight trustees elected by county commissioners instead of four), Group Two (four trustees appointed by the General Assembly based on legislative leadership recommendations), and Group Three (student government president as ex officio nonvoting member).

Establishes that the Speaker of the House recommends two General Assembly appointees for terms expiring in odd years, while the President Pro Tempore recommends two appointees for terms expiring in even years.

Requires the Governor to appoint recommended candidates within 30 days without rejection authority when filling vacancies in General Assembly-appointed seats during legislative recesses.

Permits current board members serving when the law takes effect to complete their terms, with new appointment procedures applying only to subsequent vacancies and term expirations.
