Makes sex offender registration discretionary (rather than mandatory) for persons convicted of sexual battery under G.S. 14-27.33 by requiring courts to issue an order for registration only if they find the person is a danger to the community.

Requires sentencing courts to consider age, criminal record, relationship to victim, and risk assessments from the Division of Adult Correction when determining whether to order registration.

Removes sexual battery from the definition of "sexually violent offense" in G.S. 14-208.6(5), making it subject to discretionary registration only when a court orders it.

Applies the same discretionary registration framework to G.S. 14-202 violations (indecent liberties with children) in certain circumstances, requiring courts to consider danger to community and provide evidence at sentencing.

Becomes effective December 1, 2017, for offenses committed on or after that date.
