Amends G.S. 14-27.21 to expand first-degree forcible rape to include threatened use of a weapon, changing "employs or displays a" dangerous or deadly weapon to "uses, threatens to use, or displays a" dangerous or deadly weapon.

Amends G.S. 14-27.26 to make the same change for first-degree forcible sexual offense, adding threatened use of a weapon as an aggravating element.

Maintains Class B1 felony classification for both offenses.

Became effective December 1, 2017, and applies to offenses committed on or after that date.

Ratified by the North Carolina General Assembly on May 31, 2017, and approved by Governor Roy Cooper on June 8, 2017.
