Changes the election method for the Transylvania County Board of Education from partisan to nonpartisan, effective immediately.

Board of Education shall consist of five members elected on a nonpartisan basis in even-numbered years as terms expire, with results determined on a plurality basis.

Removes the requirement that candidates for vacant positions must be members of the same political party as the member being replaced and maintain party affiliation for at least 90 days.

Establishes candidacy filing period from 12:00 noon on the first Monday in June through 12:00 noon on the last Friday in June.

Elections shall be held on the date of the county general election in accordance with G.S. 163-292, with board members serving four-year terms.
