Prohibits use of unmanned aircraft systems within 500 feet horizontally or 250 feet vertically from local confinement facilities, state correctional facilities, or federal correctional facilities.

Permits authorized uses including: operators with written facility consent, law enforcement per existing regulations, public utilities/commercial entities with 24-hour notice (with stricter 150-foot distance limit), and emergency responders during emergencies.

Establishes Class H felony (minimum $1,500 fine) for delivering or attempting to deliver weapons via drone to a facility; Class I felony (minimum $1,000 fine) for delivering contraband such as controlled substances, cigarettes, alcohol, or communication devices.

Establishes Class 1 misdemeanor ($500 fine) for any other violation of the 500/250-foot distance restrictions.

Authorizes law enforcement to seize drones and related contraband/weapons used in violations, subject to forfeiture proceedings; effective December 1, 2017.
