Repeals outdated statutes (G.S. 115C-81, 81.1, 81.3, 81.4) and consolidates course of study requirements into new sections organized by subject area (standard course of study, career and technical education, health education, civic literacy, character education, financial literacy, and others).

Establishes new comprehensive requirements for reproductive health and safety education beginning in seventh grade, including abstinence promotion, contraceptive effectiveness information, sexually transmitted disease instruction, and sex trafficking awareness and prevention.

Adds mandatory graduation requirements including successful completion of cardiopulmonary resuscitation (CPR) instruction and a passing grade in a semester course on the Founding Principles of the United States of America and North Carolina.

Permits schools to display and teach from historical documents including the Declaration of Independence, U.S. Constitution, and other founding documents, including those containing religious references, without content-based censorship restrictions.

Adds new instructional requirements for cursive writing (by end of fifth grade), multiplication table memorization, American Sign Language classes, disability history awareness, and honors-level healthful living courses at the high school level.
